HHS updated its CARES Act Provider Relief Fund FAQ. The latest changes are marked “6/22/2020.”  Most refer to the planned Provider Relief Fund distribution of $15 billion to Medicaid and CHIP providers.

HHS has added new questions and answers and modified others in its CARES Act Provider Relief Fund FAQ. Providers should review these changes carefully; they are marked 6/19/2020 and 6/21/2020.

MedPAC Reports to Congress

MedPAC has submitted its annual report to Congress.

The congressionally mandated report, titled Report to Congress: Medicare and the Health Care Delivery System, consists of seven chapters:

  • Realizing the promise of value-based payment in Medicare: an agenda for change.
    Challenges in maintaining and increasing savings from accountable care organizations (ACOs).
    Replacing the Medicare Advantage quality bonus program.
    Mandated report: Impact of changes in the 21st Century Cures Act to risk adjustment for Medicare Advantage enrollees.
    Realigning incentives in Medicare Part D.
    Separately payable drugs in the hospital outpatient prospective payment system (OPPS).
    Improving Medicare’s end-state renal disease (ESRD) prospective payment system (PPS).

While MedPAC’s recommendations are not binding on Congress or the administration, they are highly respected and often find themselves worked into new law or regulations.

  • HHS has published “Healthcare System Considerations for Resumption of Services During COVID-19,” which highlights interrelated issues for the health care system to consider as systems address their current status, restore services that have been curbed, maintain readiness for potential future waves of COVID-19 patients, and adapt to improve their operations based on lessons learned.
  • COVID-19 Clinical Rounds Peer-to-Peer Virtual Communities of Practice are a collaborative effort between HHS’s Assistant Secretary for Preparedness and Response, the National Emerging Special Pathogen Training and Education Center, and Project ECHO. These interactive virtual learning sessions aim to create a peer-to-peer learning network where clinicians from the U.S.

HHS has updated its CARES Act Provider Relief Fund FAQ, adding new questions on pages 9 and 32 that are labeled “Added 6/13/2020” and new questions on pages 8, 14, and 31 that are labeled “Added 6/15/2020.” Hospitals should pay particular attention to the new question and answer at the top of page 9 (added 6/13/2020), which describes the reporting requirements of grant recipients to ensure their compliance with the program’s terms and conditions.
